The fortress-like 23rd Police Precinct Station House was built to project authority in what was one of the most crime-ridden areas of the city. At the time, the neighborhood was nicknamed Satan's Circus by reformers. Its other nickname, 'Tenderloin,' was said to have been coined by new precinct captain Alexander S. "Clubber" Williams in 1876 describing what he saw as opportunities for police graft and corruption. As the precinct was being built, the neighborhood was starting its transformation into the fur and garment district.
